Wow a lot of good ones here that get to me also and I'll add a few more,
People that don't say thank you when you have done something nice for them. Is it that frigging hard.
Neighbors that don't wave back at you and look at you like you have two heads when you wave at them.
People/neighbors that let their dogs bark for hours on end,ARE YOU FRIGGING DEAF!!!
People that don't get their cat's and dog's spade and let them run loose!
Anybody that has the their crap doesn't stink attitude.
People (my brother) who will spend hours with duck tape and a hammer trying to fix something when the right tools and materials are there and it could have been done in 15 min.

I'm glad you brought that up. I consider myself pretty good at grammar, and never realized this was even a question. So I looked it up and found that it is mostly interchangeable:

But since you pointed it out, I think I'll adjust to using it the way you suggested. It does sound better.

I use 'that' instead of 'who' because, as stated earlier, I'm not sure when to use 'who' or 'whom' and felt safe with using the word 'that.'
To add a few more...
* People that don't respect LEO's.
* People who break the law and then complain when they get caught.
* Seeing a sign in Wal Mart (today) that read "Hispanic Food" in an isle that had Taco Sauce and other Mexican foods in it.
* Opening up an old can of paint and walking through your house with it only to find that it had a hole in it. (True story).
