99 PSD T/C Question

1999 F-350 7.3l 4x4 My torque converter is not locking up? What and where do I check before changing it. The truck has 154k, the t/c has about 60k. Thanks for all of your help.

Not an expert but I would check that the brake lights are working correctly. If you have any trailer lights wired in check the connections there also.
