2003 fuel mileage

maybe you guys can help, I have an '03, xlt, 2wd, 4.6, towing package, w/ 3.55 and 103,000mi. that used to get 19-19.5 mpg hwy easily. The past 8-10 months all I can get is 15.5-16.2 hwy at best. Motorcraft 5w-20 and filter every 5,000mi, new air filter evry 25,000. Had new plugs put in by ford dealer 10,000 miles ago. New front rotors and bearings couple weeks ago. No change. NC recently switched to E-10, could this cause me to loose mpg that bad?? If not, then wtf is going on??

e10 can make your milage drop. also cold weather plays a big part. my lincoln drops 2mpg in the winter months. you could also have a problem starting with the maf, or o2 sensors.
