Nope. You said the fumes go to the breather. They aren't supposed to go that direction. The breather hose is the intake air for the PCV. The valve should have full manifold vacuum pulling on it, to evacuate the fumes. This cannot take place without a supply of clean filtered air, therefore the hose to the breather and extra filter element attached to the end.
The OP says the valve popped out when he capped off the breather hose. I'd say that means either A) the hose/pipe from the PCV valve to the carb or intake manifold is plugged up inside, or almost totally plugged, or B) the engine has major blowby issues. The PCV line can be solved fairly easy. Blowby not so easy.

Air cleaner/breather are pretty much the same, in my book.
I haven't seen a PCV valve plumbed to the air cleaner in a factory setup, since the PCV valve needs a strong vacuum signal to overcome the check ball inside it, and actually do anything......
As for the original issue, a huge vacuum leak (or in this case multiple vacuum leaks) will not only increase emmissions, but reduce the effectiveness of the PCV system. These vacuum leaks reduce the vacuum available to the PCV valve, which in turn reduces it's ability to properly function.

Yes, a vac leak would deffinantly cause those symptoms, please do keep us informed.
And as for the PCV being plumed to the air cleaner, Mopar loved doing that. If you ever work on a dodge, where a corner of the air cleaner is soaked in oil, its probably PCV related.

Okay, I went in for a third test. The tech opened the hood and said it failed without even hooking it up (pre test really, so did not go against me). Some of the vacuum lines were hooked up wrong (I replaced some yesterday, but hooked them up like I had removed them). I also replaced the intake gaskets. Tonight, I re did some vacuum lines and replaced one of the discharge hoses from one of the two air pumps. I go back tomorrow.....

After reading this entire thread I am sure glad I live where I do. Never has been any emissions testing here and won't be in my life time. I doubt Nappa even stocks pcv's for any thing I drive. We de-smog em. re-tune em and let em breath the way Old Henry intended. Here if it don't burn and leak oil it Prolly don't run.

I know this thread should be done, but I wanted to just give a little update. I was messing with my truck yesterday and felt air coming out of the back of one of the smog pumps. I do not know all the techincal terms, but it was coming where it should not. I checked a little deeper and found malfunctioning check valves. The exhaust was overcoming the air being pumped in and air did not make it into the exhaust. I checked and found that will cause high HC's (my problem). I am going to fix them, if for nothing else, so they are working properly. I would love to test it again, BUT not going to since it will cost me money for something I do not need. Hope this might help someone. 2 smog shops and a lot of questions later and I found it.
