Fuel Flow
It sounds like a typical gasoline fuel pump failure. Pumps sufficient fuel at idle but will not supply enough fuel at higher RPMs.
Remove the HPCM engine fuel supply line (the big one). It will require the plastic tool to disengage the fitting's retaining clips. Get a piece of 3/8" fuel line and put it on the HPCM fitting with a clamp. Get a container to catch the fuel. Turn on the HPCM and you should have a lot of fuel flowing into the container. If not, continue on. Reconnect the engine fuel supply line.
Remove the fuel tank supply line to the HPCM. Not sure about this next step. I believe there is a screen in the supply line to keep the big chunks out of the HPCM. Not sure if the tank fuel goes directly to the pump or through the filter then the pump. Get an inspection mirror and check to make sure the screen is not clogged.
If your HPCM is working OK and the screen is clear, then you have a restriction in your fuel supply line. I believe there is a sock attached to the fuel supply stand pipe in the fuel tank. That sock could be clogged and restricting fuel flow to the HPCM.
Try this. Remove the fuel tank supply line (3/8" line) from the HPCM. Just squeeze the connector and it slides right off. Remove the fuel filler cap. Get an air hose and SLOWLY pressurize the fuel supply line at the HPCM until you hear rumblings in the fuel tank. Once you hear rumblings give it a couple of good shots of air. Connect it back to the HPCM and see if your problem goes away.
If this fixes the problem, then you need to drop your fuel tank eventually and clean it.
