Hard starting

94.5 F-350 4x4.
Its been awhile since Ive been here and Im sure this has been answered before but I couldnt find any recent info.
Have to cycle the GPR 3 or 4 times before the truck starts?
Is that the GPR or is it glowplugs?
This is when its cold (like every morning).
It starts fine when warm.

Not sure if this helps you, but here's my experience with the same thing. Different engine, 2004 6.0 F250 4X4. Hard starting when below 35-40 deg. F. Even with long wait for GP warm-up, barely starts sounding like possibly one or 2 cyls firing. Long warm up then runs fine, starts fine. Spoke to a mechanic whotold my to use the block heater (heats the coolant) and see what happens. With a 3+ hour engine warm-up, it starts ok sounding like all cylsfiring at start rather then just a few. Mechanic tells me that is an indicator that the GPs are tired (177Kmiles). I believe him, but I am certainly not knowledgable of that myself.

I normally unplug before I start just so I don't forget and drive off and damage the plug. Started it once while still plugged in and there was no effect.

Starts right up plugged in.

When he asked about starting it plugged in, he was referring to the other guy. Generally when we ask that, we mean try plugging it in for a few hours before you try and start. Weather the plug is connected at the time of cranking the motor is irrelevant.

On your 2004 6.0, you have a GPCM that will throw a code and check engine light if any of the glow plugs or the GPCM acts up. I would suggest you change your oil to a synthetic 5w-40 and pay close attention to the oil change interval. The 6.0 is bad about stiction issues in the injectors.

Welcome to FTE, but you might want to do some reading up in the 6.0 section before some mechanic takes all your money and doesn't help you. And make sure you use Ford /International oil filters so you don't damage the engine.

I have had this issue just recently. it ended up being the glow plug relay. exact same symptoms. i think I used a napa gpr-110 replacement. took about 10 minutes to install. you can test yours easily with a volt meter across the 2 large terminals. when its off, you should get 12 volts or whatever battery voltage is. when its on and supposed to be heating the GPs, you should get 0 volts or a very low reading. any reading you get at this point is voltage thats NOT getting to the glow plugs. and if its any significant amount like more than half a volt you should replace the GPR.
