This is a problem with my Mustang.(Same exact set-up) pin #22 has +.364V, and it should have +12V. What would tell the computer to turn the fuel pump off? Which sensors have that kind of power?
No sensor tells the computer to turn the fuel pump off. There is one that tells the computer it is OK to turn the fuel pump(s) on, namely the PIP sensor.
If pin #22 is at zero volts (more or less what you are saying) on it either the computer is telling the fuel pump relay to turn on the fuel pump(s) or there is zero volts on the red wire (guessing the wire color is the same) coming from the Power relay to the coil of the fuel pump relay.
