Unhappy Running light connection not working

I have a 2004 F350 with 6.0 Diesel, long bed crew cab. I am preparing to take my travel trailer to San Diego in a few weeks but I do not have the running light connection working at the hitch. I worked back a few feet to the pin connector and I still was not able to get a reading. My question is , is there an in line fuse between the engine compartment and the hitch that I need to be looking for? I tested the fuse under the steering column and it is good. Please help, Thanks.

Look at fuse #38, 20 amp in the underdash fuse box.
