Not sure about the white "block" looking thing on the right, but the four cut wires are "customer use" wires. They are just wires that pass through the firewall, you'll find the same four behind the dash. These allow us to add stuff without drilling the firewall.
I wish they would've gave us 50 of those wires

It appears to be a fuse holder. Did you purchase a used truck? My guess would be it had a CB radio in it at one time and that was the power lead for the radio.
Of course, I could be totally wrong. It has happened before, probably will happen again.

and it looks like the one end of the wire is bolted to the body like a ground. Is that how its attached or does it go through?

yeah its bolted to the body and inside i have a metal clip that at some point i think it was a small base for a radio . i also want to add one more thing to the list . in the center of the dash at the edge of the windshield there is a cable under a small plastic cover . is this a cable to add a light sensor or other options?? ill post a picture later ..
