Tailgate info

I ordered a new upper tialgate trim piece, with the black painted panel it installs over the tailgate handle. It's harware included two bolt/nut on each end and four screw accross the middle of the piece. The question I have is it came with a chrome trim peice for the tailgate handle and two screws. Does this go on under the big panel? It does not look like it will fit with the already fitted handle on the upper chrome/black painted trim piece. This trim item fits around the hole in the middle of the tailgate where you grab the tialgate latch. I have seen this chrome ring on tailgates without the upper chrome/black piece. Do these two items go together or did I get an extra piece?

They go together and IIRC the chrome trim goes on before the panel. When I removed mine from the crew to get it ready for paint I am certain that is the way it went. Here is a picture of the back of the gate so hopefully you can see it.

It definetely mounts behind the panel. I blew it up to get a closer look.
