When i step on the brakes I get little response. I pulled the drums and every thing looks ok. the system needs to be bled because if I pump the pedal they work. BUT, when i let off the brake, the pedal only comes partway up. will beeding the brakes make it come up or is the master cylinder bad and need to be replaced, or something else?. the previous owner used a bungee cord to keep the pedal up so the brake light would go off, the pedal doesn't go up far enough to turn it off. There needs to be a return spring on the brake pedal to make sure the brake lights shut off. You can get these at any auto parts chain store. If bleeding the brakes makes the pedal firm, and nothing is leaking, then the master cylinder is probably OK.

The master cylinder can be checked by pumping up your pedal, then holding steady pressure on it for a few seconds. If the pedal remains firm, the master cylinder is probably OK. If the pedal sinks gradually, or "fades", fluid may be getting past the piston, indicating a faulty master cylinder. Hope this is helpful.

Hey well what he said about holding the pedal
afer pumping is a good point and do
try, also if that does not do it then check the pressure regulator (fluid distribution block)
if the o rings go bad it will cause pressure failure
had it happen to mine similar to yours.
