4. Details. What fuse is it that is blowing because not all of us know what the 30 amp fuse under the dash is for the 7.3? There should be a list in the owners manual or a number on the fuse box cover that someone can ID. Take a multimeter and check the resistance between the wiring you're removing and the truck as it sounds like you have a short directly to ground.
You should be able to run the truck with the fuel heater unplugged and the fuse replaced.

ON SATURDAY IT WAS VERY COLD

(I) START(ed) DRIVING
(After) ABOUT 3 MILE (the) TRUCK CUT OFF
(I) COULD NOT RE START (the truck)
(I had) THE TRUCK TOW(ed)
IT (is) BACK HOME
SO FAR (it will) NO(t) START
IT (has) BLOWN A 30AMP FUSE UNDER THE DASH
(I) REPLACE(d) IT
WHEN I TURN(ed the) KEY IT POP(ped) THE FUSE AGAIN
SO FAR I HAD NOT EVEN CRANK(ed) IT SENCE(since) I HAD IT TOW(ed) BACK TO THE HOUSE
WHEN I CHECK (??)
WHEN I UNPLUG THE PLUG BEHINED THE FUEL FILTER HOUSING THE FUSE WILL NOT POP
BUT THE MINUTE I PLUG IT BACK THE FUSE POP(s)
CAN SOME BODY HELP PLEASE (?).
AND I'M SCARED TO CRANK IT OVER
