ABS And Brake Lamp On Code B1676

Unhappy ABS And Brake Lamp On Code B1676

I am having some troubles figuring out why the ABS lamp is on, on my moms 2001 Ford Escape. I pulled code B1676 out with my scanner, but cannot figure out what is causing the code. Here what I have done so far:
Brake Lamp on--Checked Master Cylinder Fluid Level--OK above min, topped off to Max, Checked Parking brake switch, Showing Open with Handle Up and 1.1 Ohms Handle Down, Checked Master Switch--Showing Open at present fluid Level.
ABS Lamp--Checked voltages at fuses--All showing battery voltage~12.4 at the time. Is there a specific relay for the ABS Controller, or is it hardwired, I am suspecting that the relay is not functioning, or worse case the controller crapped out.

These older Escapes seem to be prone to cracks in the tone rings, the gear-like metal rings at each wheel.

But would a cracked tone ring cause a battery voltage code, I thought that I would see a wheel speed sensor code rather then batt. voltage?

Whoops! You said ABS and listed a code and I assumed that it was a ABS code. Sorry....

Sorry for the confusion it is an ABS code, but from what I can find on google, the code means "Battery Voltage out of Range", I of course first thought the battery was going bad so I did a state of charge test on it, came up with 83%, I attempted to clear the code with my reader, but it will not clear out or it keeps coming back.

B1676: ABS module detected <9V or >19V for at least 8 seconds.

At 2000RPM battery votage should be 9V-19V, if so manual states to connect a EEC-IV 60-Pin Breakout Box for numerous checks!!!!

Need insight to abs problems!

B1676 C1226 C1198 C1214 C1194 C1202 can anyone please tell me the fixes for these codes I'm at a standstill with this!?!?
