I am looking at another truck this weekeend, and it has a 400, how can I tell if the cam has had the advance done, with out removing the timing cover?

Yeah, it probably is, and they are cheap enough too.
I have also just picked up some Australian made closed chamber 302/351C heads, they need to be reconed....but at $60.00 I can't go wrong. That outta fix the low compression. I figure I will stick with 2V valves, I don't want big power high revs, I want a strong stocker.

they are .060 below, it could ping with low octane, but this heads were the only fix back then were no High cr pistons were available... Measure the CCs of you combustion chambers and buy a match camshaft for you aplication and octane needs...
Let me know so i can help you, but the 302c heads plus old low cr pistons are a good way to go..
Thanks for that. The fuel down here is unleaded 91, 95 or 98. Iplan to fit a fuel star, it made a HUGE difference to my 351, as in no advance on dizzy to 15 when it was fitted!!
I want a stock motor, pretty much, we want tough as nails reliability with reasonable mileage. I am told it has a 650 Holley on it, so I figure if we get the cam timed, the heads done, we should be on the money.
The truck will be used to haul us hunting, and take the occasional cruise, and thats it, so I don't want big power, been there done that, broke the supposed good gear on the way!!
I am fortunate too, a good mate, we go waaaayyyyyy back, read school days, is an engine reconditioner......but I still like to get advice from here, as the 400 isn't well known/liked down here.
