Is this rear spring setup WRONG?

Does this rear spring setup look correct to you all? 1977 F250 Ranger XLT (not hiboy). What the heck would that very top spring even be accomplishing since there is a small block between it and the lower ones? Does not make sense to me, and I dont recall seeing this on anyone else's photos I see here! What do you think?

it looks to me like an over load leaf spring. if it is , there will be a "L" bracket on the frame at each end of that leaf spring that will contact the end of the leaf as the weight of a load on the truck makes the truck squat down. overload springs only contact the contact brackets when there is sufficient load weight on the truck to make the truck squat down . this given you a nice soft ride when your truck is empty, but helps support the heavy loads when needed.

My 77.5 F250 4x4 has the same springs, and yes it is a overload spring, and yes it rides better than a new truck
