Short in wire

The wire that is on the driver's side of the fuel filter bowl seems to be shorting with another wire as it comes out of the side of the fuel filter bowl. I first noticed that my tach was acting erratic on start up of my 95PS F250 and the wait to start light was flashing and the truck would not start. Then smoke (burning wires) started coming out of the driver side of the fuel filter bowl. It appeared that the wire coming out of the driver side was connected with a spade connection but when I tried to pull it loose ( I could not get my hands on it) with a screwdriver it would not come out. I really need some input on this because I really don't know what the hell I am doing and I'm out at my wood lot about 50 miles from town. Thanks in advance and if I have not given enough info please tell me what you need and I will try to fill in the gaps.

That feed is for the fuel heater inside the filter housing. It's supposed to keep the fuel from gelling up and plugging the filter.

Shorting of the heater is really common. When it goes it often blows fuse #22. This fuse also feeds the PCM (computer) leaving you dead in the water. Rather than blowing the fuse it must be burning the wire on you. Just disconnect the wire and tape it up. Even those in very cold climates have disconnected it with no issue.
