Electrical Gremlins

So, about two weeks ago, my check engine light came on, and I had a hard time starting in the cold. I had not plugged in the engine heater yet. Ok, probably the Glow Plug Relay. After checking the forums and Guzzle's site, I decided to go the Stancor route. I still haven't received it yet, so the old GPR is still in. The engine heater is now plugged in and it starts up without much trouble at all. However, now something strange is going on with the cabin lights. They are turning on and off by themselves. They will stay on for 10 minutes or so, then turn off. We have gone over all the doors and checked for ice or stuck switches. I can't see anything wrong there. Tonight, my battery light came on as well. I checked voltage on the batteries while the truck was running and got 11-12 volts. I believe that it should be 14 volts, right?
So, the question is, would a bad GPR cause all these problems?
Has anyone else experienced cabin lights that mysteriously turn on and off by themselves?

You need to find out why it's not charging. Sometimes it's as simple as a blown fuse.

Check the fuse list in your owners manual, is there a fuse listed as "generator/voltage regulator? Is it blown?

I would take it in and have the alternator tested. I have replaced 3 of them on my 02 7.3 EX and can tell you that when they start to go bad all sorts of strange electrical issues pop up out of nowhere.
