Well a good tune up to start with , something you can do for free is advance the base timing a few deg from 10 to 12-14 BTDC , Next would be long tube headers & exhaust . You don't want to spend alot of money , so i would look for something like the HO cam & GT 40 heads , look on craigs list ect , you should be able to find them cheap . Rear end gears will help to ....Lew
Would these items work on a 89 351? What about a K&N filter setup?

Ok what year HO cam am I looking For? And what about using short headers? Where do I find the upgraded Y pipe? Are the Summit Racing cat-back mandrel bent kits good?

If you go with a KN filter just get a drop in replacement. Whatever you do don't waste your money on FIPK hot air intake nonsense. I had one and it was the biggest waste of money I ever spent.
In my opinion your better off with a regular filter and the I6/460 lower intake tube. If your set on a reusable filter the AFE or AEM dry flow filters are worth looking at. I would stay away from oiled filters.

The 300 and 460 got a different tube than the 302 and 351. It pulls air from behind the grille next to the headlight instead of up on top of the radiator.

....Around 88 and up on the HO cam , the cat back is fine , you should be able to get the y pipe from summit to ,shorty headers are ok , you will get a little more from long tubes and you would need custom exhaust...Lew
The 351/5.8 block did not become roller ready until 1994 so earlier blocks will not accept the factory roller assembly without machine work. If you want to use a roller cam in an early block you need linkbar roller lifters which can be expensive... like $500 a set, it's much more cost effective to simply use a better flat tappet cam like the Crane 444232.

Would this be an upgrade or just parallel movement? As for short headers would the summit brand be acceptable? Any recomendations on which muffler to choose. Stock is too quiet but not looking for snapping and popping when accelerating.
I don't know about that y pipe , never heard of them , summit racing has alot of exhaust pipes , i think magnaflow & flowmaster & others make a y pipe for it . The summit headers should be fine , i like the coated headers , they will hold up better , mufflers are your choice , if you don't want the popping & blairing loud i wouldn't use glasspacks...Lew

I have a K&N filter in my truck, would you say this would be any better?
