Before putting a hole saw to it, if you have a uni-bit, they do a quick and nice job on plastics. If you're careful, they will give you a nice chamfered hole.

my fathers truck had a slip-in bed liner installed when new in 1994. we put hard grease on everything in the bed area. had the liner out last summer and the bed area still looks like new.
