If the EGR valve is significantly dirty then I would also look at the turbo as well.
Those would be my best guesses.

Italian tune-up = better MPG? - TDIClub Forums
A REAL Italian tune up is basically hold the car at redline in any gear, 2nd/3rd works best depending on what road you are on, for 2-3 minutes. This gets everything really hot and burns off carbon deposits etc. Of course it should not be attempted on a car where proper preventive maintenance has been done.

PM bismic about it. He knows more about the newer EGR valves then I do. Since I have bypassed mine at 32k, I haven't had to deal with it and I've stayed out of the loop on the newer updates.
You want to check for sticking as well as play in the shaft(since you are getting into it). You can coat the vanes and that usually helps mitigate sticking.

o.k. you all have really given me a few places to start looking. I am going to try the EGR valve first to see if it is wet, dirty or sticking then move on to the turbo. hopefully its just a dirty egr. also this started when I was driving in 4wd in the snow. I NOTICED WHEN I switch the selector to 4wd I hear like a pump start to run under the hood would that have something to do with it?/

Why didn't you tell us this before??????
Is the 4WD unit a vacuum operated unit?
If so, check for a problem in the vacuum lines, vacuum pump.
Check for oil getting into the pump.. and then expelled somewhere near the engine...
