Is this in your wife's Sport Trac or are you referring to a Sport? It's unclear if your third word goes with the "Sport" or the "seat heaters."
My factory service manual does not appear to address seat heaters in the Sport or Sport Trac, but it does for the regular Explorer. Unfortunately the fuses for the cruise don't line up between the models, so I'm not comfortable drawing a conclusion by looking at the diagrams for the Explorer seat heaters.
Does the indicator light come on when you attempt to turn on the seat heaters? Also, did you check all fuses, for the Cruise fuses 9 and 13 in the passenger compartment fuse panel and Fuse 44 in the Power Distribution Box, along with fuse 21 in the passenger compartment fuse panel for the heated seats?

Yesterday on the news there was a Focus with seat heaters that started to smoke and almost caught fire while the guy was sitting on them,Ford said they might issue a recall because the heater element can shift over & short out causing a fire,Gigger
