Out of ideas --- NEED SOME HELP

I have a 94 E350 box van that i just bought with a bad motor.
So, I bought a reman. 351 to put in it, and I can't get the bugs out of it. (I think this may be what caused the old motor to fail)

Problems:
Surge at idle - idles real smooth but occasionally drops of for a split second like someone just wiggled the ignition switch
PING and misfire under load with low RPM - (like going up hill on the hwy)
Also: I keep cooking the plug wire boots on the passenger side only

Timing is set at about 9 deg.
Fuel pressure is steady at 30psi - up to 40psi under loads (tested while driving)

Here's what I've tried:
MAP Sensor
O2 Sensor
Coil
Ignition Module
FP Reg.
new injectors

I think that's it

Give me some input - I need to put this truck to work!!!

Is there a spout plug on this engine, its also called an octane bar IIRC. My 460 would ping like mad unless the spout was out (dizzy was frozen in block so couldnt adjust it)

The SPOUT connector is not the same thing as the octane bar. The SPOUT disables computer (all) advance, while the octane bar moves the timing just a couple of degrees. The octane bar is in the distributor and the SPOUT connector is in the wiring harness near the distributor (or remote mounted TFI module on newer trucks).

I hope you put a Black Ignition Module back in as if they sold you a Gray one it will set codes and not run as well in a 1994 E350.

The first thing you should do is see if you have any codes set and run the Self-Test and see if gives you any codes also.

So here's what I did...
I went to the junkyard this morning and pulled a distributor and an EGR valve.
Since I was on a short time restaint, I just installed them both and drove it.
The problem is gone
There is still a slight ping, but nothing like it was.
I'm going to try disconnecting the battery to reset the computer, and see if that finalizes it.
Unsure which one fixed it, but after the BS I went through to get to that point... I didn't care
