battery terminals

In the process of cleaning up my battery terminals, I removed and discarded those plastic parts that fold over and cover the battery terminals. I assume they are not necessary. Any comments?

Not really. Make sure you pack them in some dielectric grease. Put some on the part of the cable that sticks out of the insulation also.

The reason why I asked is that occasionally the starter hesitates when I turn the key, sort of like the battery is weak or the terminals are loose. Even though the battery is ok and I cleaned/tightened the terminals recently. I thought maybe those missing plastic covers might be a factor?

Nope. Use a multimeter and test for proper voltage at the posts and further down the system to see if you have a drop at the terminals.
