My problem is a little different, It will go into 4 hi, but when I try to go into 4 lo, it pops out of 4wd altogether (light goes out) and will not go back into 4wd until I shut the truck off and restart it. It has ESOF, no vacuum leaks that I am aware of. Any thoughts?

I'd try new Hi-Lo and Lo-Hi relays, (they're just standard, 30amp automotive relays.) I just replace mine once a year after having this happen a couple hears ago.
Check you shift motor(topside of transfer case) and make sure it's not loose.

Yes, I always do it in neutral. It will "clunk" like it is going into 4 low, but then instantly pops out and I lose everything. One time today it stayed in 4 low for about 10 feet and then popped out. The low range light never comes on either.
