You can't "mix and match" parts when dealing with engine balance, without re-balancing the engine, or putting up with shortened engine life and vibration. The "later" spacer and flywheel are only part of the balanced assembly.
You can take the '84 flywheel and have it balanced to the specs for a '74 and then swap the flywheels. There would be no need to use the '84 weighted spacer if you had the flywheel re-balanced.
