Even with that pump dead it should start with 0 fuel psi. This is how I know.....
One time at band camp, I put a switch on the hot wire to the pump for a security measure. Well, once I forgot about the switch being off, started it, drove it around the block wondering what was wrong with my truck
Second time (sort of). When my stocker finally died, it started and ran but the Carter pump was feeding it so my ScanGauge read about 12psi.
There is a famous video out there on the interweb showing a PSD running at 0 fuel psi.
Just throwing it all out there.

If you tank is full and your pump is running and you still have a dry bowl, the something is stopped up or you have a crack in your fuel system prior to the pump, allowing air to be sucked in and not fuel. Once you broke the prime, it can't pick the fuel up again. You can try blowing some low pressure air back into the tank to clear the pick up screen, but I don't think that's your problem. Inspect you fuel line from the pump to the tank.
