If it always blows cold air irregardless of engine speed it could be the blend door. I would also check your **** that controls the heat and see if it is ok if you have one. It could be the air blend door,or the actuator...Hopefully(for your sake) its the actuator...The actuator is about the size of a pack of smokes,and has a motor,and small circuit board in it,its relatively easy to get to,and replace.....If its the door,its MUCH more of a bugger to fix.The actuator can be found directly behind the lower center dash panel cover(it goes from the lower side of the dash to the floorboard.If memory serves,the lower panel mentioned above has one plastic screw clip on each side
