Remove caked on brake dust?

I recently purchased a used Ranger and the insides of the rims have a ton of caked on brake dust on them. I've tried several different cleaners and even mineral spirits but nothing seams to cut it very well. Any suggestions?

I used water, dishwashing detergent and a stainless steel tooth brush on mine, with a large catch pan I use for oil changes beneath, to keep the area dry.

I would go with this solution, it would cost a ton to buy enough brake cleaner in aerosol cans.

What i did was used f21 turtle wax brake dust cleaner wet rim spray on wait 15 min then take and put a crap load of car soap in water take stiff bristle brush scrub , scrub, and scrub it took me like 20 min per rim.
