The 88 still has a low pressure pump in the fuel tank as well as the high pressure unit on the frame rail. According to all of my electrical information both pumps are fed by the same circuit so both should run with the key on. Might want to check the low pressure unit if you are having performance issues. I can't recall if you should be able to hear the high pressure unit prime like the later models or not. Someone here does though.
Just thought of this when I read g_k50's post...
You say you have lousy FP when the key is ON but the engine isn't running. Check your electrical connections thoroughly. This sounds like battery voltage isn't getting through but when the alternator is kicking additional juice into the system the resistance is being overcome by the increase in amperage available in the system. Kind of like those times when the lights all come on nice and bright but the starter won't even click... because battery connections are weak. I'm not suggesting it is the actual battery connections in this case but being on the frame rail, those fuel pump connections are exposed to all sorts of crud thrown at them by the road.
