I did a bit of heater research awhile back and that heater doesn't look like any of the factory installed units or any of the Ford manufactured dealer installed heaters, either. I would suppose that it was an aftermarket heater installed some time after the truck was built.
I guess it was common in those days to sell trucks without heaters. It wouldn't be to me, but I guess somebody bought 'em like that! I can deal with the absence of A/C, but you wouldn't find me boppin' down the road with frosted up windows and my teeth chattering in 0* weather. Some things are just way worth paying extra for!
