haha yes it comes with everything. I believe the dieselsite one gives you an option on whether or not you want ball valves. Get them. Makes changing filters a lot easier.

I've got an extra filter base and valves that I don't have a use for. They came with the purchase of a filter from an ebay auction that I won. $25 shipped. You'll need to fab up a mounting bracket, and buy a filter, hose, tees and hose clamps. The filter should cost you another $15 - $20, and another $10 should about cover the rest. So you'd have a total of around $50 invested.
EDIT- I guess I have the tees as well, and will throw them in.

Yea I'm going to order 4 extra filters to keep on hand. That's what I do when I purchase my oil and fuel filters onlin order a few at a time to save on shipping...Thanks
