Continue to blow #45 fuse

I have an '03 7.3PS. This problem started back about 2 months ago when I tilted my steering wheel to get in (which I rarely do)the drivers seat. I was able to drive about 50 ft and turn around. after turning around I stepped on the accelarator and nothing happened. I put it in reverse (it would go into gear) still no pedal. Checking things out I noticed that my map lights are not working, but most importantly none of my gauges are working to include dummy warning lights.
This is starting to happen more frequent, 2 days ago I was at a stop light with about 10,000lbs in my trailer and without warning no power when the light turned green. Seems that I keep blowing #45 fuse. Why? What can I do to fix it?

At one point when this happened I was told that one of the wires in the column is grounding out. I have the column apart right now and see no bare wire (not to say I'm looking in the right spots either).

mine was in the shop when it happened and they claimed that it was like that when they got it, but now that i think about it they must have put the steering wheel down (i am a big guy and ride with the seat all the way back and steering wheel almost all the way up) when they went to move it so i bet that it is linked to something in the steering column

I believe I found it. Wasn't easy. Disconnect batteries, put key in ignition and turn to "run", take a small screw driver and put it in the hole under the ignition switch and pull the switch out of the column. Take the top and bottom plastic shrouds off (3 screws) the column. Now on the top of the column is three bundles of wires. 2 larger and 1 with only three wires running to and up the shifter. These three colorful wires are wraped nice and snug in a protective black sleeve. Well guess where I found the bare spot, you guessed it thru the protective sleeve and two wires. you have to look close and be patient there isn't much room to work. While your in there look at the other wires.
