Will the stock axles out of an 28-spline 8" rear end will swap into a
28-spline 9" rear end???

They show the same part number for both 8 and 9 for standard 28 spline axles.
As you note, length of the axles and bearing sizes might be issues.
Numberdummy can probably see if there is a Ford part number match.
