Multiple Questions
OK here goes-first off my OD light blinks off and on, it does it and then stops, it seems like when its blinking my truck is surging. Everything is downshifting and upshifting as good as what a 15yr old truck is expected to do. Seems like maybe when the TC locks up I hear vibration, but it sounds like its in the rearend. Also when the OD light is blinking my cruise doesn't work.
When I am going down the interstate and I am going 75-80mph lots of people are passing me. I got passed by a Ford ranger the other day on the highway and I was going "65 mph". Anotherwords I think maybe my speedo is off by a hair.
Horn doesn't work and air bag light blinks 2 then 3 times, these are definitly on the bottom of my list though

Horn does not work, along with cruise control, plus the airbag light is blinking?

quick check..unplug the clock spring under the dash where it goes up into the air bag.. put a 1ohm resistor inplace of the clock spring..if the light is out then the clock spring is bad...common problem.

Do the clock spring test. The clock spring is related to all the controls on the column: horn, airbag, signals, etc.
It sounds like you have multiple problems though rather than one solution. It is going to take you a bit to work them all out. Are you the orginal owner of this truck? I ask because if you are not, someone may have recalibrated your VSS for larger tires so you may need a recalibration of your vss again to get the speed right. But do as skaterbro suggests as the VSS is known to cause shifting problems, speed problems, and other assorted things as it begins to go bad.
In my experience K&Ns and MAF do not mix well, I speculate that the oil that gets pulled off the filter onto the MAF causes problems and sometimes a failure of the MAF. K&Ns on Carbs and SD systems are not a problem. Turbos/superchargers I have no opinion on. Though not having to buy a new filter every year does have its benefits.

Cruse control, horn and air bag do go through clock spring, OD light/switch and turn signals do not.
I second the, VSS sensor may be getting interfered with, could be metal shavings causing the intermittent problem. If the speed is not held about dead steady the cruse control will not activate. Problem is there may not be many stuck on it when inspecting it.
Could have other issues as well, a failing sensor, one or more of a small hand full but that is where I would look a minute, at that VSS sensor to start with.
