what would cause this?

what would cause this?
i wanted to drain the fuel from the housing so i pushed the lever foward and no fuel came out. then when i loosend the cover then it started to come out.

The 2nd stage of the pump creates a vacuum in the canister, once you loosened the lid it broke the vacuum and the fuel was able to flow.

I always have to have it running or it doesn't come out
I always have to crack the lid or mine won't drain...
