Has anyone experienced a "hydraulic" sounding whine with the 4.6 Expedition. At first it sounded like the power steering, but I had a tech at the dealer drive with me and he said it was within the normal range of sound that comes from the engine or tranny. We stopped and turned the wheel to load the pump and didn't hear anything. The noise occurs when driving from a stop or in low speeds (1rst gear?). This is my first Ford truck, so maybe that's just the way they sound?

Ford trucks are notorious for very loud power steering pumps even when operated under normal driving conditions. It’s just something we’ve learned to deal with.
I have a friend that has a '99 F150 4.6L that he brought over to show me the other day. Very fine truck, custom paint, flame tint windows, custom interior, 20" wheel/tire,sweat sound system, the works.
The thing is the motor, it has a terrible whine at all RPMs. I didn't want to say anything but it was quite load and, I thought, very noticeable to anyone.
He took me for a ride and then let me drive it. Dang thing has plenty of pep for a 4.6L, I thought.
When we stopped I popped the hood and saw the source of his engine whine. . . . ATI ProCharger intercooled SuperCharger.
Where you also having charging problems before replacing the alternator? I haven't heard that one before. I know that my Bronco makes a nice whine as you describe, but it does indeed come from the power steering pump. Not sure on the newer models, as they use a different pump setup.
