Your turn signals, brake lights and four way flashers are powering the same filiament inside the bulb. Tail lights use a seperate filiament, therfore when the fourways are on the power output LED on your brake controller is seeing power on that wire and indicating it.
Are the trailers ground routed through the connector or are some routed through the hitch? Ground wire through the connector is best to prevent odd light shows or lites that are not working properly.
