For you to know if it's covered under the 00B40 program, review the link I posted & read down to where it lists the vehicle year & factory it was assembled in, then you'll know if it's covered.
Sounds like the service writer you got really didn't know all they needed too.
The service letter I got back in 01 or 02 on 00B40, didn't have an experation date on it.
If this service has already been performed, then your on your own I presume.
The phantom wiper problem was being caused by contact corrosion, so some folks have taken the switch apart & cleaned it with plastic safe contact cleaner, or WD-40, relubed it with a good quality di-electric grease & have had good luck with that, so cleaning the old switch may be an option if your mechanically inclined!!!!
More thoughts to ponder.
That sounds like what I'm gonna do. I already got the WD-40, I've already taken the dash all apart to fix the transmission indicator, and the switch is just taking the steering shroud off.
Rob (Monsterbaby) has done the same thing.....

1995 Ranger 4X4 150000 miles, was running pretty OK, but a slightly rough idle and occasionally missing just a little with a minor decrease in power. (had Codes EGR and CPS)
In the last 30 days:
New alternator
New battery
New belt
plugs
plug wires
cleaned air filter
cleaned throttle body
checked all vaccum hoses, blew them out, etc.
New PCV valve
New EGR valve
New DPFE sensor
New Camshaft position sensor
rotated tires, lube, oil, filter change
drain/fill front diff
On 2nd bottle of fuel system/injector cleaner in the gas tank..
Gave her a good deep cleaning.
I don't have a burning check engine light anymore, and the truck runs better than it did before... a little smoother and more power... still just a little hiccup or rough idle barely, but it aint bad at all ....
'97 XLT extended with 2.3/5 speed and 221k. The last 9 mos has been maintenance time. Got its' 2nd timing belt, water pump, upper and lower hoses, tstat, clutch, pressure plate, flywheel, tob and pilot bearing. Full tune up with all 8 plugs and wires. Multi function switch, tires and 4 skyjacker shocks (0" lift)...the factory shocks were still in place! Added bedrail caps from Wade, tool box and sprayed most of the factory black plastic with rustoleum plastic texture, awesome stuff we'll see how it holds up.
I'm back to getting 25-26 mpg, got as low as 18 before the tune up. My friends think I'm crazy for putting all this in a 12 yr old truck with over 200k but it still does not burn a drop of oil (Mobil 1 full syn every 5k) and has virtually no rust, starts in the coldest weather and is arguably the most reliable vehicle I've ever owned. It is also the slowest truck on the road, never has cared much for climbing grades and hills no matter how much you downshift.
Lets see broke the tailgate handle and somehow ripped a tie rod boot in the last couple months. Changed out the trans fluid few nights ago.. what a waste of $ for RP synchromax. Put Mercon V and couple ounces of Lubeguard Red back in much better. Friday it's oil change time, checking the diff to see how RP Maxgear is holding up and replacing the boot.
Painted this 86. got rid of the two tone brown. Took 3 weeks. My Dad bought the truck new in 86 and died in 10 years later - and the truck was sold. I just recently had the opportunity to buy it back - so I figured "why not" I just had to update the color. It drives good with the 2.9 at 72,000 miles so we'll see how it goes. I may slip a 4x chassis under it - they pop up at reasonable prices now and then.
I didnt get rid of my Mustang w/ fully built motor and pick up this turd to run premium gas. Trying to find the problem > premium gas as a bandaid to the problem. And fwiw it will do it with premium in the tank to.
It used to be really bad all the time but after trouble shooting the hell out of it and changing the mass air meter 3 weeks or so ago it stopped...but now it does it again sometimes after being driven for 45+ minutes. Its wierd sometimes it will do it and other times it wont. Here's my thread that covers everything I did if you have soem time to kill.
