dot #'s for front parking lights
That's messed up - New York, eh? Why didn't you use the VIN that was stamped in the frame? And why on earth do they want DOT numbers on the parking lights? STUPID!
Here's what I would do. I'd find the VIN on the frame and go back to them and tell them you are going to title/register it as a 1954 using that VIN. This hole is just going to get deeper and deeper.
Undoubtedly what they want to do is charge you fees for a 2009 commercial truck.
I've never heard of DOT markings on 1/2 ton truck parts from our era.

Believe it or not, no federal standards for lighting existed until '68:

The upshot is, there was no such thing as DOT in the '50's. If titleing your truck as a new construction requires DOT lighting all around, you're likely screwed.

I don't see how they could require any of that, but the DMV guy may just not be aware of what's what. I can see where there could be a requirement for DOT lighting on headlights, but OEM-appearing park/turn signal lights ought to be grandfathered.
