lost power to relay

lost power to relay
any help guys?? Not sure what the GEM is, but that is what chilton book is calling it. My windows quit working so checked relay and noticed only had power from fuse and not ignition switch. Jumper out relay and windows work fine. Any suggestions on how to regain my lost power?
