You can grind off the rivets on the EBPV shaft and drive them out to remove the butterfly valve. Remove the shaft and bushings and install, IIRC, 20mm expansion (freeze)plugs in their place. Some have mentioned that they welded the holes shut.
Yes wiring it open is an option. Just remember if you wire it a little loose, it will partially close with the throttle resulting in reduced power and lower MPG's. Wiring will work, just make sure that sucker is tight so it doesn't flap around.
