there are special paints made specifically for radiators.. very thin when applied.. check out your local auto supply place.. you can get it in a rattle can..
I just put on an aux transmission cooler. It is silver and now sticks out like a sore thumb behind my grill where everything else is black.
Can I and if so, what can I "paint" it with and not reduce the heat transfer capability?
Black will actually improve it... make sure you get a paint that will be happy exceeding 350deg though and provide a thin coat (as Bill mentioned, if its too thick it may actually reduce your heat transfer capacity)

Steve, this one is for my Avalanche. The Avalanche forum I use is useless unless you want to talk about 24" and stickers. I got a 6 core from NAPA. It has dropped my temps by about 40°.
Silver trans coolers are a leftover from the days that most grill areas were predominantly silver/chrome in color, now that most are black, mfgs are slowly starting to paint them black from the start..........To some folks the color doesn't matter, painting it with a good high heat flat black wont bother it in the least.
Consider Gun Kote. I used it years ago to refinish an unchromed motorcycle exhaust system. It never peeled, chipped or flaked. It is kind of gray/black color. Almost like a parkerized firearm finish.
The only thing is, it has to be cured in the kitchen oven. So be sure and do it when wifey is away long enough to get it done and air out the kitchen! Ha! You will still catch hell! So be prepared to claim ignorance, beg forgiveness and take the family out to dinner. But the results are worth it.
