Are you talking about the fuel line from the back of the filter housing that screws into the IP? These engines aren't that sophisticated. A wire from the fuel filter would have no bearing on whether or not the vehicle will start. When you turn on the key, do you hear a click? You might not be getting any "juice" to your fuel shutoff solenoid. If not or if your fss is out, your vehicle will not start.
