Starting issue

My neighbor has a 1985 f150 with the straight Six 300 and it will start and run fine but if you shut it off and try to re-fire it immediately it will not start without hold the pedal to the floor. It then will start but will wump, wump wump, and then start to run smooth. what is the issue?

This is just a guess, but when you shut it off, could the fuel be leaking out of the carburetor in to the intake manifold? That could cause a flooded engine that would be cleared by starting the truck with a wide open throttle.

Pull the vacuum line off the fuel regulator. If it has fuel in it, replace the regulator. If that's ok, put a fuel pressure gauge on the system, and after you turn it off, watch the gauge. If the pressure drops, then the fuel injectors are probably dripping fuel into the engine. Put some strong fuel injector cleaner in it and see if that helps. You can also take the injectors out and take them to the dealer and they can run some stuff through them and test them.
