The Amp should not be capable of producing more than 20vac in mono. Since your in stereo, I'd assume your at 50watts per channel making it 50=e^2/4 (200=e^2) or approx 14.14vac on each speaker. Without the impedence of the speaker I wouldn't expect you to see much if any power on the lines. The voltage has to go into to something, then out of it and back into the amp for power to "flow".
If you want to read up on it, it's a nasty part to ohm's law and it's said as P equals E squared over R or Power(watts) equals Energy(volts) squared over R(resistance).
