Are these problems related?
I have the hissing sound from the footwell that stops when I hit the brake pedal. I have read that this is a bad seal in my booster..fair enough, I can replace that. However, I also have a coughing engine at idle and less so at a steady speed. I was hoping the vacuum loss from the booster might be causing this also, any thoughts?

It's a very good possibility, disconnect the vacuum to the break booster and plug to see if the is any improvement, but be careful if driving with the booster disconnected, brakes will be hard.

That's a warning light for the ebrake and low brake fluid level, so I don't think you can reset but you might to check your brake fluid level and also make sure the float is not stuck down as I have had that problem and make sure the ebrake is all the way up.
