Question 390 oil pressure ?

Good morning all. I met a guy who has a 66 335 horse 390 from a fairlane GT says he bought the engine as a fresh rebuilt , put it in his truck and only has 4 psi oil pressure so he put in a high volume pump with the same results now he want to sell it for $200 . I'm going to pick it up today. My plan is to go trough it and plastigauge all the bearings replace the cam bearings but some where in my little peabrain I seem to remember hearing of this problem before I know the Y blocks had their problems but FE I can't remember

There is a pressure relief valve in the oil filter adapter block that can get stuck. My little brother had one stuck closed on his 66 352, it had so much oil pressure that it would balloon oil filters.
