I think a lot of it depends on what the application is. The stock turbo for these engines (used) are pretty cheap because many people upgrade for better more efficient ones. Last time I check they wanted over 500 for a new one. For a used one, I wouldn't pay over 300 dollars. These chargers are a dime a dozen anymore.
A rebuild kit is not that expensive and probably the way to go since you can do it yourself.
Between the two, the 94-97 is the turbo to get. Find one used, rebuild it and your set. A lot cheaper than buying new.
