Speedometer cable is bouncing under 25mph

Lube up the cable really well before you install it in the housing. You can lube it up with Ford Speedometer Cable Lubricant, or white lithium grease will work.
Failing that, are the drive gear, or Cable gear damaged, or worn? That will also cause a bounce.
