headlights dont work

2000 expedition eb with fog lights the problem is my wife said the other night she was driving home and the lights blinked off for a few seconds 3 times now today she comes home in a rain storm and no lights just parking lamps the fogs wont work either jus the parking lamps when turned on no high beam indicator either when use the flash to pass fuses are good bulbs are good what do u think

There's a good chance the hi/low switch on the column is shot.

you mean the turn signal stalk right and how hard is it to replace thank you

The multifunction switch is relatively easy to change. What takes the longest is removing the lock cylinder and that does not even take that long.
